Information about the implementation of the job registration requirement

The obligation to report certain job openings starts July 1st 2018 for occupational groups with an average and nation-wide unemployment rate of at least 8 percent. Companies are required to report open positions in these professions to the regional employment centre („Regionales Arbeitsvermittlungszentrum“, RAV) before the positions are being advertised elsewhere. Aim of the job reporting obligation is to better and faster access the workforce potential within Switzerland, as the job seekers who are registered with the RAV are being considered first as potential candidates. These open positions that fall under the job-reporting rule have a publication restriction for five business days, starting on the business day after the regional employment centre (RAV) confirmed that the position has been added to their database. The employer is allowed to advertise the open position elsewhere after this waiting period.

On Monday, April 30, the Swiss State Secretariat for Economic Affairs (SECO) published on the website „work.swiss“ the occupational groups that fall under the reporting obligation, starting on July 1st 2018. The list is valid under reserve of the Federal Council’s final decision in May 2018.

The Federal Council decided on May 23rd 2018 to delegate the task to compile the list for the occupational groups, which fall under the job registration requirement, to the Federal Department of Economic Affairs, Education and Research (WBF). The department publishes the list in an ordinance, which will be in effect by July 1st 2018 and will be valid until the end of 2019. In future, this list will be compiled in the fourth quarter of each year for the following year. The first update will be made in the fourth quarter of 2019 in regards to a lower threshold by January 1st 2020.

A Check-up list can be found on the website work.swiss since June 1st 2018. This will replace the previous excel list with the occupational groups and the assigned job descriptions. The „Check-up“ includes all occupational groups as well as all valid AVAM job descriptions (AVAM: Information system for recruitment and job market statistics). After choosing an occupational group or job description, you’ll see whether they are affected by the new job reporting regulation. In addition, a list of the occupational groups that fall under this regulation can be found on the website.

Companies and recruitment agencies have the option to register on work.swiss starting on July 1st 2018. By registering on the website companies can maintain their published job openings and get in touch with potential candidates via a contact form. The portal provides an anonymous environment for job candidates. In order to benefit from this employment information source, job candidates may also register on the website.

The Office of Economy and Labour (AWA) has prepared for this new task and fosters good relationships with the local business community. Until now, AWA has informed many companies and associations directly about the implementation of the job-reporting obligation and has answered their questions. AWA publishes the updated information of the Swiss State Secretariat for Economic Affairs (SECO) on the website www.awa.bs.ch, or it can also be found on the newly created website work.swiss. SECO also answers any questions directly about the list of reportable occupational groups.
