Staff Loaning & Procurement

Agencies loaning or procuring staff in Switzerland require a cantonal staff loaning or procurement license. The responsible authority in the Canton of Basel-Stadt is the Office of Economy and Labour (AWA).
Staff loaning in Switzerland
In the Canton of Basel-Stadt, AWA is responsible for enforcing the Federal Employment Services Act (Arbeitsvermittlungsgesetz, AVG). Aside from issuing licences and supervising licensed agencies, AWA also monitors the professional provision of employment services.
Loaning staff to/procuring staff from countries outside Switzerland
Agencies that loan staff to/procure staff from countries outside Switzerland require an additional licence from SECO's Private Employment Services (Arbeitsvermittlung und Personalverleih, PAVV), Holzikofenweg 36, 3003 Bern. Applications must be submitted via AWA.
Note: On 13 December 2011, the Federal Council issued a declaration of universal applicability regarding the collective labour agreement on employment services. This declaration entered into force on 1 January 2012.
